Enterprise has initiated a Request for Proposals (RFP) process to select a consultant to complete a landscape assessment of its Housing as a Pathway to Justice Program in Ohio and develop a strategic approach to technical assistance that will help justice housing partners provide access to additional housing units and housing-related services.   

We invite Consultants to submit proposals that show sufficient ability to review existing research and reports, elevate common themes, and include any new information to help Enterprise Ohio support Justice Housing work in Cuyahoga County.

Program Information

The state of Ohio has over 20,000 individuals – including a disproportionate number of people of color – that are released back into the community after cycling through the state correctional system and the local jails. Many are facing significant barriers and restrictive housing policies when trying to access safe and stable housing. 

Enterprise’s national program, Housing as a Pathway to Justice, is a critical effort to leverage access to housing and appropriate services to support reentry from incarceration. Working collaboratively with our community partners, we strategize to reduce barriers to accessing housing and help in turn, reduce recidivism.
 
Through convening and collaborating with partners, Enterprise Ohio is identifying effective housing models and solutions so that men and women have access to safe, stable homes and the appropriate services as they return to their communities to rebuild their lives. Having developed solid partnerships with community-based organizations, local government, and other key stakeholders to affect housing solutions, this landscape assessment will be an opportunity to make meaningful impacts at the intersection of housing and criminal justice reform.
