David Rands

David Rands is the chief financial officer of Enterprise Community Partners. Prior to joining Enterprise, he spent over two decades in financial leadership, primarily contributing to the growth and success of Volkswagen's banking and financial services companies across North America.
 
Most recently, David was CEO and managing director of Volkswagen Financial Services (VWFS) Mexico, overseeing all banking and financing activities in the market across eight brands and over 300 dealerships. He elevated VWFS’s operations and sales functions, taking a digitally forward and customer-centric approach, expanding market share to 70% and growing insurance and after sales volumes by 40%. David fostered a culture of innovation, collaboration, and inclusion at VWFS, leading employee engagement initiatives and achieving the highest recorded employee satisfaction scores for three consecutive years.
 
Previously, as CFO and executive vice president of Volkswagen Credit, David played a pivotal role in transforming the organization’s financial operations, leading to significant increase in profit and cost savings through process optimization and automation. He has served in a number of additional roles at Volkswagen, including senior vice president of finance and regional vice president of sales. Prior to VW he worked as a finance director at Citibank.  
 
David holds an MBA and a bachelor's degree in political science with a focus on international relations, both from the University of Utah. Outside of his professional career, David enjoys skiing, playing golf and settling down with a good book. He resides in Leesburg, Virginia with his family.
