Shay Dugan
Shay K. Dugan is an accomplished executive leader with over 30 years of experience in the real estate and property management industries, specializing in affordable housing. Throughout her career, she has managed large portfolios ranging from 6,000 to 20,000 units across the Mid-Atlantic and Midwest markets. Known for her focus on resident satisfaction, operational efficiency, and community engagement, Shay leads teams dedicated to creating exceptional living environments while optimizing the value of each property.
Shay has built a strong reputation for successfully managing both conventional and affordable housing communities. She has held senior leadership roles at respected organizations such as A&R Companies, Edgewood Management, TM Associates, and Humphrey Management LLC, where her expertise in portfolio management and strategic operations has been pivotal to her success.
A champion of positive, long-term relationships, Shay emphasizes clear communication, transparency, and responsiveness with residents, property owners, and government agencies. Her leadership is grounded in her commitment to fostering an inclusive and collaborative approach to property management.
In addition to her executive leadership, Shay is deeply involved in industry and community service. She serves as a board member for the Institute of Real Estate Management (IREM) DC Chapter, where she is the 2024 President of the Board of Directors and will assume the role of Vice President for Strategic Planning in the following year. Shay also chairs the Development Committee for Habitat for Humanity DC-Northern Virginia and is a board member of the Johns Hopkins Carey Business School Dean’s Alumni Advisory Board. Previously, she served as chair of the National Apartment Association’s Affordable Housing Committee.
Shay holds an M.B.A. with a concentration in management from Johns Hopkins University Carey Business School and a B.S. in real estate from Pierce College. She has earned the prestigious Certified Property Manager (CPM®) designation and is a licensed realtor in Maryland and the District of Columbia.
