In response to the COVID-19 pandemic, New York City has received nearly 8,000 emergency housing vouchers (EHVs) through the American Rescue Plan Act.
This allocation is five times higher than the number currently processed by the two local administering agencies – the New York City Housing Authority and the NYC Department of Housing and Preservation and Development – each year. The majority of these vouchers will place people experiencing homelessness into new units. A significant barrier to utilizing this limited and time-sensitive resource is the identification of sufficient units for placement.
Enterprise’s CBO Landlord Connector initiative supports and resources 9 community-based organizations (CBOs), to identify and cultivate small landlords with vacant units to participate in the EHV program. CBOs will understand landlord needs and educate landlords on EHV program incentives. Landlords will ultimately be connected with the Mayor’s Public Engagement Unit (PEU), which will connect them with qualified tenants and expedite the leasing process.
Enterprise seeks an evaluation consultant to lead a multi-pronged evaluation effort, with the aim of informing program delivery and measuring program outcomes. The consultant will document the lessons learned, analyze the impact of the initiative, and inform strategies for improving landlord uptake and retention in voucher programs. The evaluation consultant will work alongside Enterprise from March 2022 to September 2022.
