In May 2024, Governor Polis signed House Bill 1175, granting local governments the Right of First Refusal (ROFR) on multifamily affordable housing properties, allowing them to acquire and preserve the long-term affordability of rental homes critical to their communities. The law also established a narrower Right of First Offer (ROFO) for local governments on certain multifamily properties outside those with current affordability restrictions.
