Enterprise Community Partners, Inc. ("Enterprise") was selected as a subrecipient of New York State Housing and Community Renewal to administer the Blue Buffers Program pursuant to a subaward. To fulfill its obligations, Enterprise formed a special purpose entity, Enterprise Assisted Properties, LLC (“EAP”).
EAP is seeking to procure professional services for environmental review for eligible properties in the New York State Blue Buffers Voluntary Risk Property Buyout Program (Blue Buffers Program) in the Town of Brookhaven, Mastic Beach, New York. The Blue Buffers program is currently available for property owners within the designated buyout area in the Town of Brookhaven, Mastic Beach. The environmental review will be conducted on properties where the owner has signed a purchase and sale agreement to participate in the program.
Program Overview
The New York State Blue Buffers Voluntary Flood Risk Property Buyout Program is an initiative administered by the Housing Trust Fund Corporation under the umbrella of New York State Homes and Community Renewal. Its primary goal is to reduce flood risk and restore open space by purchasing private properties identified as at-risk from willing sellers (“Assisted Properties”), demolish and remove structures and/or infrastructure on the Assisted Properties; and transfer Assisted Properties to state agency(ies) or public authorities, which includes municipalities, to facilitate the restoration of beneficial open space, flood mitigation, and/or shoreline stabilization which shall be subject to recorded use restrictions.
