Enterprise Community Partners, in partnership with the San Joaquin Community Foundation, is launching the Housing Ecosystem Initiative to address the growing affordable housing crisis in San Joaquin County. The initiative aims to understand the underlying causes of housing unaffordability and develop collective solutions by analyzing the existing and future pipeline of affordable housing developments. Over two months, Enterprise interviewed more than 20 individuals and organizations working in housing and community development to assess the current landscape.
This brief examines San Joaquin County's housing needs and available resources, presents findings from stakeholder interviews, and offers recommendations for moving forward. The analysis reveals both promising developments—including emerging advocacy efforts, SJCOG's Regional Housing Fund, and growing healthcare partnerships—and significant challenges such as funding scarcity, limited policy support, and insufficient technical expertise. By fostering cross-sector collaboration and addressing these systemic barriers, the initiative seeks to ensure that San Joaquin County remains a vibrant, affordable, and inclusive place for all residents.
