Enterprise Community Partners, working in collaboration with New York State Homes and Community Renewal (“HCR”), seeks new program sites for the Making Moves Program (“MMP”) to facilitate greater housing choice for Section 8 tenants across New York State.

Eligible applicants include local governments, nonprofits, and Public Housing Authorities (“PHAs”). Funds will be used to provide mobility counseling services to assist Section 8 families in moving to “well-resourced areas” – i.e. neighborhoods with high performing schools and greater economic opportunity. This initiative will build on the success of existing mobility programs already funded by HCR in Erie, Westchester, Tompkins, Orange, Dutchess, Nassau and Suffolk County.
If selected, proposers will receive grant funding to cover costs for five years related to outreach, intake, housing search counseling, post move support and financial incentives for households with Section 8 vouchers who are seeking to move. Applicants may apply for up to $400,000 for the first contract year, inclusive of all eligible costs, with the opportunity to request additional funds each subsequent contract year during the program period and contract with Enterprise. The initiative will focus on Section 8 families with children, particularly families with at least one child under the age of 12. Proposers must apply to serve Section 8 households in at least one county. More regional and cooperative approaches involving a combination of nonprofit service providers, PHAs, local governments, and other stakeholders are strongly encouraged.
Proposals will be accepted for any county in New York State that does not currently have a state or federally-funded mobility program already in place. Proposals will not be accepted for Dutchess, Erie, Nassau, Orange, Suffolk, Tompkins, or Westchester counties, nor will they be accepted for the five boroughs of New York City (i.e., Bronx, Kings, New York, Queens, or Richmond counties). Technical assistance will be made available to assist with proposal preparation.
Funding for MMP is being made available by HCR using federal Section 8 resources in cooperation with the U.S. Department of Housing and Urban Development.

Notice of Revision: As of September 25, 2024, the following Request for Proposals (RFP) is amended to clarify that: Applications received in response to this NOFA will be determined ineligible if: 1. The application proposes to serve any county where there is presently a mobility program available to Section 8 participants in part or all of that county; and 2. That program is presently already receiving funding at the time of award through either the New York State Making Moves Program, the federal HUD Community Choice Demonstration, or any other related federal or state initiative.
