Housing as a Pathway to Justice (H2J) National Toolkit

Every year, over 600,000 people are released from state and federal prisons and over 10 million people are released from local jails. Not all of them go home – or even have a home to which they can return. The Housing as a Pathway to Justice (H2J) National Toolkit seeks to help the housing industry better understand and serve people who have been impacted by the criminal legal system. 

Part one of the toolkit offers important context, beginning with an overview of the breadth, depth, and racial injustice of mass incarceration. Part two features sections on choosing the right partner, building relationships, and property operations and management. The appendices include a survey of state and local laws and a national directory of housing and reentry service providers.
