Ahmad Abu-Khalaf is a policy research director on Enterprise's Policy Development & Research team. He conducts research and analysis of affordable housing and community development policy, focusing on strategies for expanding the supply of affordable homes and bending the cost curve. Ahmad has published several research publications examining barriers and opportunities to scaling a range of housing supply solutions, including repurposing underutilized commercial properties into affordable multifamily housing; expanding innovative housing production strategies, such as low-density multifamily housing, accessory dwelling units, and off-site construction; and developing land owned by public and mission-driven entities into affordable homes. He holds a master's degree in urban planning from the University of Arizona, Tucson.
