Enterprise supports several key bills in this year’s California legislative session that prioritize and address skyrocketing insurance crisis, preservation, and transparency in local tax measures.
Two Bills Addressing Soaring Insurance Costs
We are proud to be working with two Los Angeles assemblymembers on key legislation aimed at addressing growing insurance challenges: Assembly Bill (AB) 1339 by Assemblymember Mark González (District 54) and Assembly Bill (AB) 913 by Assemblymember Celeste Rodriguez (District 43).
AB-1339 Department of Insurance: Housing Insurance Study (Gonzalez) calls on the California Department of Insurance to conduct a comprehensive study on the availability, cost, and coverage of insurance for affordable housing providers throughout the state. The goal is to improve transparency and strengthen data collection efforts, laying the groundwork for more informed policy responses and ensuring fair and affordable access to insurance.

AB-913 Housing Programs: Financing (Rodriguez) would provide the California Department of Housing and Community Development (HCD) with the explicit authority to protect existing affordable housing developments when unexpected financial pressures—such as steep insurance rate hikes—threaten their fiscal viability. This authority would apply to projects financed through HCD resources, enabling more responsive state-level support.

Preserving Unsubsidized Affordable Homes
Enterprise is also co-sponsoring AB-670: Affordable Housing Preservation and Accountability Act (Quirk-Silva), alongside the Public Interest Law Project, Association of Bay Area Governments, and Metropolitan Transportation Commission. This bill would allow local governments to report preserved unsubsidized affordable properties, up to 25% of their Regional Housing Needs Allocation (RHNA) in the relevant income category, in their Annual Progress Reports (APRs).

Transparency for Local Tax Measures
Lastly, Enterprise is co-sponsoring AB-699: Enhanced Transparency for Local Tax Measures (Stefani), alongside the Non-Profit Housing Association of Northern California (NPH) and All Home. AB 699 would expand transparency for local tax measures by providing the option to include key financial measures in the voter information guide, while amending ballot label requirements that have proven problematic for tiered tax rates and bond authorizations. Affordable Housing Bonds
Enterprise is also supporting the Affordable Housing Bond Acts of 2026, AB-736 (Wicks) and SB-417 (Cabaldon), two nearly identical bills that aim to place a $10 billion affordable housing bond on the 2026 statewide ballot. If passed, this bond would build and preserve over 75,000 affordable homes, including housing for farmworkers and Tribal communities and create over 35,000 new homes affordable for low-income families. Request for Proposals: Insurance Consultant
In support of this legislative work and broader policy development, Enterprise is seeking an Insurance Consultant to assist with research, policy design, and engagement. The Consultant will collaborate with the Enterprise California policy team and partners statewide to shape long-term, scalable insurance solutions for affordable housing providers. Consultants are not required to be based in California.
