Last year brought dramatic funding cuts, shifting priorities, and daily crises for affordable housing organizations working to keep families safely and stably housed. Yet we also saw real progress: new projects closed, preservation efforts expanded statewide, climate resilience measures advanced, and policy wins at state and local levels that will benefit low-income Coloradans for years to come.
As we enter 2026, we are as appreciative as ever for our program and funding partners. The need for safe, stable, and affordable housing continues to demand a collaborative response. We are honored to face the challenges hand in hand with you.

By The Numbers
Enterprise and our subsidiary, BWE, invested or facilitated the investment of a total of $173.9 million across Colorado in 2025, which contributed to the production and preservation of 946 homes affordable to low– and moderate-income households. We are also happy to have granted nearly $1.5 million to support local partners in advancing affordable housing.
Affordable Rental Housing Preservation

Led four monthly preservation working groups with housing providers, funders, advocates, and government, producing collaborative white papers on preservation needs and new capital tools
- Created case studies from Ouray to Denver showcasing preservation's impact and what's needed to scale it
- Informed implementation of the statewide Right of First Refusal (ROFR) law, including training for local officials and housing authorities
- Advanced preservation as a priority among state policymakers, building groundwork for future public investments
Housing Production and Capacity-Building
- Distributed $215,000 in grants through a new program to seven organizations in Denver's NEST neighborhoods to develop new housing and stabilize residents, and facilitated direct technical assistance to three nonprofit partners on financing, due diligence, asset management, and organizational sustainability
- Awarded $900,000 in Section 4 grants to 13 community-based organizations in Colorado and New Mexico, following successful nationwide advocacy to reinstate the HUD program
- Trained community leaders statewide on affordable housing production and preservation in Logan County, Sedgwick County, Edgewater, and Yuma
- Secured multi-year JPMorganChase funding to launch a partner sustainability program helping housing organizations strengthen operations during economic uncertainty
- Connected development partners to Enterprise's asset management training series
- Advocated for "Yes in God's Back Yard" legislation to spur development on faith-based and public education land with affordability requirements
- Testified twice to support successful legislation creating a $50 million program for affordable homeownership and low-cost mortgages, with potential future application to rental and supportive housing
Resident Stability
- Helped shape six successful tenant protection bills limiting junk fees, improving housing voucher functionality, and enabling renters to use a single background screening across multiple applications
- Hosted convenings and coordinated a 14-organization sign-on letter supporting two new Denver positions to strengthen rental licensing enforcement
Climate Resilient Housing
- Hosted the Ready & Resilient Summit, bringing together more than 70 organizations to learn climate risk mitigation and resilience strategies
- Expanded the CHFA Multifamily Electrification Hub with a Climate Hazards and Risk Mitigation module featuring technical guidance, case studies on hail and wildfire resilience, and funding resources
- Facilitated 128 hours of climate resilience technical assistance to 11 nonprofits representing 11,030 price-restricted units
- Advocated successfully to include multifamily rentals in legislation requiring insurance transparency on weather risk models and mitigation credit

Co-hosted the Public-Private Partnerships for Affordable Housing webinar with Community Builders, attended by more than 90 representatives from government, nonprofits, consultants, and philanthropy
- Partnered with Colorado Coalition for the Homeless to expand the Department of Local Affairs' Division of Housing Toolkit with homelessness prevention content
- Facilitated the State Affordable Housing Policy Table, now with 40-plus organizational members connecting providers, advocates, lawmakers, and agencies
- Convened stakeholders from the State Division of Insurance and housing providers to address rising insurance challenges, informing a 2026 legislative report
