A turning point has been reached in New York City’s affordable housing crisis. The advancement of the City of Yes for Housing Opportunity zoning text amendments in yesterday’s vote, alongside significant funding commitments, is a huge step forward for low- and moderate-income New Yorkers. We applaud Mayor Adams and his Administration who worked tirelessly to advance the proposal to this stage, Governor Hochul for stepping in with necessary State funds, and Speaker Adams and members of the Council for insisting on a housing plan that went beyond zoning changes to include investments in rental assistance, affordable housing development and preservation, tenant protections, and agency staffing.
It is notable that the modifications to the plan did not compromise the citywide nature of the changes, maintaining the obligation for all community districts to participate in housing supply solutions. Additionally, the announced investments in the agreement include key priorities identified by Enterprise, including additional funding for housing capital, CityFHEPS, agency staffing, and tenant protections. Creating a sustainably affordable city involves comprehensive solutions and deep investment. This plan takes that approach, and we will work to build on the momentum to ensure investments are impactful and lasting.
