The purpose of the Section 4 program is to enhance the technical and administrative capacity of CDCs and CHDOs to carry out community development and affordable housing activities. CDCs and CHDOs are critical in preserving and producing affordable housing, creating people- and place-based solutions and protecting vulnerable populations.
