BALTIMORE —Enterprise Community Development, a leading non-profit owner and developer of affordable homes in the Mid-Atlantic and an affiliate of Enterprise Community Partners, proudly announces the appointment of Shay Dugan as senior vice president, head of property management.
Dugan brings more than 30 years of executive leadership experience in real estate and property management, specializing in affordable housing. She has held senior leadership roles at A&R Companies, Edgewood Management, TM Associates, and Humphrey Management LLC, where she successfully managed large-scale portfolios of 6,000 to 20,000 units across the Mid-Atlantic and Midwest regions.
With a proven track record of enhancing operational efficiency, fostering resident satisfaction, and building strong community relationships, Dugan’s expertise positions her as a dynamic leader who will drive Enterprise’s mission to make home and community places of pride, power, and belonging, as well as platforms for resilience and upward mobility.

Dugan will lead Enterprise’s property management team, focusing on fostering a high-performance culture, enhancing operational systems, and ensuring collaboration across departments to deliver exceptional service and community impact.

Dugan serves as the 2024 President of the Board of Directors for the Institute of Real Estate Management (IREM) DC Chapter and chairs the Development Committee for Habitat for Humanity DC-Northern Virginia. She has an M.B.A. with a concentration in management from Johns Hopkins University Carey Business School and a B.S. in Real Estate from Pierce College. She holds the Certified Property Manager (CPM®) designation and is a licensed realtor in Maryland and the District of Columbia.
