In March, our Southern California and national teams joined our partners to shape housing policy, protect permanent supportive housing, and support communities building for a resilient future. We are also pleased to introduce Christina Ta as a program officer for our permanent supportive housing work.
Policy in Action at Housing California’s 2025 Advocacy Day
On March 5, Enterprise joined affordable housing advocates, residents, and community leaders in Sacramento for Housing California Advocacy Day, a powerful pre-conference rally held on the west steps of the State Capitol. This event provided participants with the opportunity to meet directly with state legislators and advocate for innovative policy solutions to the state's housing crisis.
Enterprise VP and Southern California Market Leader Jimar Wilson, along with State and Local Policy Director Araceli Palafox, were on the ground, rallying alongside advocates to highlight the urgent need for state investment in affordable housing and supportive services.
Spotlight on SRO Preservation at Housing California Conference

Later that week, during the Housing California Conference, Enterprise Director of Vulnerable Populations Marc Tousignant moderated a compelling and engaging panel, Preserving an Aging SRO Portfolio in Modern Times. The session brought together a diverse group of nonprofit leaders working to sustain and modernize aging Single Room Occupancy (SRO) buildings, which were the critical early models of affordable and supportive housing.
Panelists represented a unique statewide cohort of mission-driven nonprofit SRO owners from Northern and Southern California who have united to share data across their portfolios, to gain a better understanding of common characteristics and risk factors, and draw conclusions about state and local policy solutions that can benefit other SRO owners and the affordable housing field at large
Panelists were:
- Claire Knowlton, Claire Knowlton Consulting, Founder and Principal Consultant
- Patrick Reyes, A Community of Friends, Director of Asset Management
- Sara Tsay, Abode Communities, Senior Vice President, Business Development
- Emily Van Loon, Tenderloin Neighborhood Development Corporation, Associate Director of Housing Development

LABC Economic Recovery Series: Advancing Green Affordable Housing
On March 26, the Los Angeles Business Council (LABC) hosted the third installment of its Economic Recovery Series, Resources and Incentives for Building Sustainable Affordable Housing. The event brought together leaders from the public, private, and nonprofit sectors to explore how California can scale up climate-smart, affordable housing solutions.
Moderated by David Fink, LABC’s Sustainability Policy Director, the panel featured:
- Krista Egger, Vice President, Building Resilient Futures, Enterprise Community Partners
- Ben Stapleton, Executive Director, USGBC California
- David Jacot, Director of Distributed Energy Solutions, LADWP
- Jenny Scanlin, Chief Strategic Development Officer, HACLA
- Jose Buendia, Senior Manager, Building Electrification, Southern California Edison
Panelists discussed the policy landscape, incentive programs, and emerging technologies that are helping developers and housing agencies transition both single-family and multifamily homes to all-electric, decarbonized buildings. From utility-funded rebate programs to state climate investments, the session spotlighted real-world tools that are advancing sustainability without compromising affordability.
If you missed the event, a recording is available here.
Welcome, Christina Ta!

We’re thrilled to introduce Christina Ta, who recently joined our local Solutions team as a program officer to support our permanent supportive housing work. Christina brings deep experience from the United Way of Greater Los Angeles, where she managed contracts and grants for over 200 organizations and worked with the Home for Good Funders Collaborative.
She also brings a strong community organizing background through her volunteer work with VietRise, focusing on housing affordability, development, and immigration advocacy in Orange County. Christina holds a bachelor's degree in political science with a minor in global studies from the University of California, Los Angeles. In her free time, she enjoys camping, sketching (ask to see her Snoopy sketches), trying new foods, and attending live theater productions.
We’re excited to have Christina on board as we continue our mission to expand and preserve supportive housing options across California.
