DESCRIPTION

The Colorado Rural Rental Housing Preservation Academy launched in April, 2020. The academy consists of a series of sessions designed to help rural housing providers acquire and/or preserve USDA Rural Development (RD), HUD, LIHTC, and other restricted rental housing in rural Colorado.

Offered by Enterprise, in partnership with the Colorado Health Foundation, Fannie Mae and the Colorado Trust, the academy is open to existing housing owners and operators interested in preserving affordability and rental assistance in their properties or anyone interested in preservation of affordability in rural communities throughout the state.

The Housing Landscape in Rural Colorado
Speakers from the Colorado Division of Housing and the Colorado Housing and Finance Authority discussed current housing needs, what it means to preserve affordability, and took a deeper look at stock at risk.

USDA RD Housing and 515 Transfers
An overview of the Section 515 Program , a rural rental housing mortgage loan, and the Section 514 and Section 516 programs that provide grants to buy, build, or repair housing for farm laborers. There is also an introduction to the Section 538 program, a USDA product that can be used to preserve existing 515 properties.

538 Financing
Bob Morton, Senior Vice President and Director, Rural Housing Service for Bellwether Enterprise, and Larry Anderson of Get RD Done Right! presented on 515 Transfers and the USDA 538 product, which is the primary tool used to refinance and preserve existing USDA 515 properties.

Mountain West Buyers Sellers Conference
The Mountain West Regional Rural Buyer-Seller Conference is an extension of the Colorado Preservation Academy and is offered by Enterprise Community Partners, in partnership with the Colorado Health Foundation and Fannie Mae. Nancie-Ann Bodell and the team at the national office of USDA discuss the Rural Development Multifamily Housing Realignment and present case studies that highlight best practices and innovative models for preservation and challenges and opportunities for both Buyers and Sellers pursuing preservation in rural communities.
