In 2017, Mammoth Lakes Housing — a small nonprofit community housing developer in the rural mountain town of Mammoth Lakes, California — set out to transform an aging industrial building into 13 affordable apartments. The team was discouraged, however, when the bid for the project came in millions of dollars over the funding they had secured. At a critical moment, Mammoth Lakes Housing secured Section 4 funding to move ahead with the development, now scheduled to be completed in 2025. 

Off-site construction, which includes both modular and prefabricated housing, has immense potential to cut both the time and money it takes to develop housing by producing building components off-site before installing them on-site.  In a new issue brief, we focus on regulatory reforms that would make it easier to leverage off-site construction and opportunities to tailor financing products to its unique needs.

Every year, extreme heat kills more people in the U.S. than other natural disasters combined. This year has brought little relief so far, with temperatures soaring in all corners of the country. With support from HUD’s Community Compass Funding, Enterprise Advisors, in partnership with Arcadis, developed the Extreme Heat Quick Guide to enhance the capacity of community partners to develop strategies to address extreme heat.
