Columbia, MD (November 12, 2024) – Enterprise Community Partners, one of the nation’s largest affordable housing non-profits, today announced the appointment of J. Patrick Cave as Senior Vice President of Policy, effective November 11. A founder and former managing partner of advocacy and advisory firm The Cypress Group (now Mindset), and former acting assistant secretary and deputy assistant secretary at the U.S. Treasury Department, Cave will direct Enterprise’s policy initiatives at the federal, state, and local levels, championing housing affordability, equity, and resilience-building measures for communities nationwide. He will be based at the organization’s Washington office.
“Pat’s strategic acumen and deep expertise in both the public and private sectors make him the ideal leader to drive Enterprise’s ambitious policy agenda,” said Shaun Donovan, CEO and President of Enterprise Community Partners. “With a commitment to bipartisan solutions and a proven track record of transforming complex challenges into actionable policy, Pat will amplify our impact as we address the urgent housing needs facing millions of Americans.”
In his role, Cave will oversee Enterprise’s federal policy and policy development and research team. He will work closely with policymakers, partners, and civic leaders to secure resources and advocate for critical housing and community development programs, building on Enterprise’s mission to address America’s massive shortfall of affordable homes.
“It’s an honor to join Enterprise at such a pivotal time given the bipartisan recognition to build and preserve more affordable homes in our country.” said Cave. “I first learned about Enterprise as we built 460 affordable, resilient homes in Louisiana after Katrina. Enterprise’s talented team, reputation, and coalition of partners drives my interest to join Enterprise now, to advocate for solutions that strengthen communities, increase housing supply, and bring meaningful impact to those most in need, all across our country.”
Cave brings deep public sector experience to Enterprise and has shaped and implemented policies across the federal government. As acting assistant secretary at the U.S. Treasury Department, he led the Office of Financial Institutions Policy, on policies impacting a wide cross-section of the financial sector. He previously served as chief of staff to former Rep. Richard H. Baker and founded a community development nonprofit in 2005 that has helped build sustainable, affordable communities in Florida and Louisiana after natural disasters.
Cave holds an MBA from the Wharton School at the University of Pennsylvania, a BA from the University of Virginia, and also studied urban design at Columbia University.
